Permissions for OCM:

• oldcombatmechanics.commands: allows usage of OCM's commands
• oldcombatmechanics.notify: allows player to be notified of new updates
• oldcombatmechanics.toggle: allows player to use /ocm toggle to enable/disable cooldown for themselves
• oldcombatmechanics.nolapis: allows player to have lapis auto-added to their enchantment tables
